With the goal of providing additional access and safer travel to the Clark County Fairgrounds in Vancouver, WA, the NE 10th Avenue Creek Crossing Project was a full roadway reconstruction of 10th Avenue from 149th Street to 154th Street. To increase safety of the travel corridor the road was widened to include a safety travel lane, a stop light was added in place of a stop sign to help facilitate better traffic flow, and the road was raised 15-20 feet up over a creek to increase distance visibility. Construction of the new 17-foot multi-plate culvert over the unnamed outlet of Whipple creek required 32,350 CY of embanked gravel borrow material between 7,650 square-feet of MSE walls, with an additional 12-feet of dirt embanked on top of the walls to support the 4,055 tons of asphalt paving completed. With all work situated within a wetland, a creek diversion was necessary for work to occur from Mid-July – October 2021. This required the removal of all fish from the stream and 3 full-time 6-8” pumps pumping 4,200 gallons a minute as well as 2 emergency pumps. Additionally, because the wetland soil was not stable, over 13,635 CY of material required deep soil mixing in order to adequately stabilize the ground.
